RESUMO: O trabalho analisa o processo de mudanças no padrão agrário, derivado das transformações do complexo rural para formar o complexo produtivo do agronegócio. Nessa lógica, mostra o equívoco do axioma da tendência secular à insignificância da teoria do desenvolvimento econômico tradicional, dado que os segmentos emancipados do complexo rural formam novas indústrias e novos serviços, incrementando a renda e as oportunidades de trabalho. Nesse sentido, o aproveitamento de resíduos é mostrado como recurso produtivo ainda não utilizado como reciclagem do velho padrão agrário de produção.

RECYCLING POLICY OF NON-UTILIZED PRODUCTIVE RESOURCES OR RESIDUES:

recycling the old agrarian productive pattern

ABSTRACT: This paper analyses the process of changes in the agrarian pattern arising from the transformation in the rural complex that led to the agribusiness productive complex. Following this logic, (In this context), this paper shows the mistake in the axiom of the secular tendency towards the insignificance of the traditional economic development theory, since the emancipated segments of the rural complex now constitute new industries and services, increasing income and job opportunities. In this sense, the recycling of wastes is shown as productive resources not yet utilized as recycling the old agrarian productive pattern.
